I used Vexel when it functioned as an anonymous wallet on vexel.is — I had no complaints. As far as I understand, the project has completely updated and become a neo-bank. They have issued plastic cards on UP (but do not support adding to Apple Pay) — online payments and the ability to withdraw cash from ATMs in Russia are working. The mobile app, customer support, and withdrawal to cards are all fine. There are currently no fees or virtual cards.
