The managers don't know how to communicate: they are not familiar with their own service, don't understand the calculations in the reports, and can't guide you on where to find statistics. The employees don't know how to look up statistics on their own and don't provide answers to your questions. They just send you off to figure it out yourself. However, this is pointless, as their articles are not written for you, but just to check a box, and you won't find a single answer there.
