I can recommend Reg.ru, as they have been in the IT market for a long time and have established themselves as a reliable and quality company. Yes, they are monopolists, but they work excellently in their field. I have been convinced of this more than once. I have been using their services for 3 years and am completely satisfied. I recommend them.
