In Northern Butovo, there is a head of the investigative department, Stepanova Natalia Vladimirovna, who really loves to "help" all citizens without exception. It would be fine if she helped normal people, but she also gets criminals off the hook. We all know how that happens. It's scary to go outside. Who knows how many acquitted murderers and maniacs are walking around there.
