I work as a computer science teacher, and I believe this is just a way to launder government money. First of all, one should read the curriculum to see what children are being taught in school. Secondly, the trendy term "Quest" is just a cover for ordinary testing, which is outdated. It would be better to increase teachers' salaries or provide computers for schools instead of throwing money into the air.
